On May 16, 2017 the Arkansas State Police-Crimes Against Children Division, referred a case to the Marion County Sheriff’s Department concerning Scotty Scaggs age 46 of Summit. Through a Hotline tip Scaggs was accused of sexual misconduct with at least one juvenile female. After the CACD’s initial investigation, they recommended the allegations be found TRUE naming Scotty Scaggs as the alleged offender and turned the case over to the Sheriff’s Department. Scaggs was serving as a volunteer jail Chaplain at the time of the allegations and was immediately suspended pending the investigation. Scaggs became a volunteer jail Chaplain in May 2016. An investigation was conducted by the Marion County Sheriff’s Department and an affidavit was submitted. A warrant was issued for Scaggs and he was arrested without incident on August 14. He is being held on a $15,000 cash only bond. His charges are Rape (class Y felony) Sexual Assault-1st degree (class A felony) and Sexual Indecency with a Child (class D felony).
